The need of development of project 3Em has been identified as a result of bilateral discussions between the municipalities of Valandovo, Serres and Region of Western Macedonia, which identified the need of actions in protection of the environment and improving the human health, particularly of the children as natural richness of the for cross-border region, through joint cooperation. Also, the rest of the partners have issues with similar complexity and are willing to implement the 3Em project at their locations and jointly to contribute to efficient project results.
Energy efficiency is one of the most cost effective ways to enhance security of energy supply and to reduce energy demand and emissions of greenhouse gases and other pollutants. Since efficiency has been considered as Europe’s biggest energy resource, the European Union has set a target for 2020 of saving 20% of its primary energy consumption compared to projections, and this objective has been identified as a key step towards achieving long-term energy and climate goals.
Buildings consume more than 40% of Europe’s energy use and are responsible for 36% of EU CO2 emissions; this is the reason why the EU believes that there are significant potential cost-effective energy savings and CO2 emissions reductions in both new and existing buildings.
Due to the use of old construction materials, this percentage for Republic of North Macedonia is even higher. Improved energy performance of buildings is a key element in the fight against climate change and improvement of energy security, while also creating job opportunities, especially in the building sector. The 3Em project is in line with INTERREG values of helping border countries to work together to solve common problems, and contributes towards developing joint approach for embracing opportunities in the cross border regions. The project directly contributes towards thematic Priority Axis 2: Protection of Environment – Transportation meeting the specific objectives related to Priority b: Protecting the environment and promoting climate change adaptation and mitigation, risk prevention and management through, inter alia: joint actions for environmental protection; promoting sustainable use of natural resources, resource efficiency, renewable energy sources and the shift towards a safe and sustainable low-carbon economy; promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems and emergency preparedness.
Following the fact that the energy efficiency is central in the EU’s Europe 2020 Strategy for smart, sustainable and inclusive growth and of the transition to a resource efficient economy, the proposed project aspires to contribute towards improving energy efficiency of public buildings in selected partner municipalities of Republic of North Macedonia and Greece. The 3Em project foresees undertaking of set of reconstruction measures of public buildings (kindergarten, schools and municipality building) towards improving their energy efficiency.
The project aims to reach the following target group:
– Kindergarten in the municipality of Valandovo, Republic of North Macedonia – Energy Efficiency infrastructure interventions
– Provatas Lyceum in the municipality of Serres – Energy Efficiency infrastructure interventions
– Primary school of the municipality of Radovish – Energy Efficiency infrastructure interventions
– Music school of Florina – Energy Efficiency infrastructure interventions
– Stakeholders in designing and implementing EE measures in the border region (municipal administration, employees of education centers, kindergarten employees, professionals (engineers), children) – Increasing the knowledge and know-how for participating in designing and implementation of effective EE programs and investment projects.
